The federal government announced that $100 million in stimulus funds would be directed to the newly formed ARPA-E research program. Modeled after the Pentagon's DARPA program, whose high-risk research lead to the development of the internet, GPS, and large military advancements, the ARPA-E program contains research focused on energy security. The President spoke of the new program Tuesday while touring a training facility at Savannah Technical College.

The Obama administration expects the Homestar program to create tens of thousands of jobs while saving the equivalent of the entire output of three coal-fired power plants each year.

It's Official: U.S. Senators Abandon Cap and Trade

Senators working on the latest revision of the Senate Climate Change Bill unveiled that they would be abandoning cap and trade and focusing on more widely accepted pollutants.

"Cap and Trade is dead," said Senator Lindsey Graham (R-SC) last weekend. Graham, working in a bipartisan effort with Senator John Kerry (D-Mass) and Joe Lieberman (I-Con) confirmed that the group would be abandoning cap and trade in their last effort to pass a climate bill before the midterm election. The new bill will not put a price on carbon emissions with a carbon market or a carbon tax. Rather, the new legislation will ratchet down caps on widely accepted pollutants from power plants and factories, and possibly increase taxes on gasoline.

Industries Sue California's New Low-Carbon Fuel Regulations

Industry groups are suing California's recently adopted low-carbon fuel regulation on the basis that it discriminates against fuels not produced inside California's state limits. The first-of-its-kind law requires petroleum producers to reduce their carbon footprint by 10%, including extraction, production, and transportation of the fuel. Oil and natural gas groups say that the bill has two true purposes. The first of which is to penalize fuel companies for refining out of state, away from the additional costs associated with California's energy and corporate excise tax.

Tesla to discontinue the Roadster

In a filing with the Security and Exchanges commission last week, California start-up Tesla Motors announced that it would be discontinuing production of its all-electric Roadster sports car sometime next year. The $100,000 plus two seater is Tesla's only production model, which Tesla says it will not revisit until at least 2013. Resources once used to create the Roadster are expected to be retooled for use in the the production version of the Model S, an all-electric luxury car expected to cost in excess of $50,000.
